David Rojas’ program of research focuses on the evaluation of complex healthcare and educational systems. He is particularly interested in studying the construct of "emergence" or "unintended consequences" due to the natural unfolding of educational-related systems. David is an advocate for bringing theory into program evaluation practices. As a Program Evaluation methodologist, he develops unique evaluation plans based on the characteristics of the system under evaluation to address the program's complexity accurately.
David conceptualizes Program Evaluation as a learning opportunity that could (and should) offer meaningful insights into the design, development, and implementation processes of any program or service. Using systems engineering, David has developed a framework to characterize complex systems for evaluations, which helps evaluate unintended processes and outcomes, offering insights regarding its underpinning mechanisms. David's work also studies the influence of external systems and structures in educational and healthcare programs.
